- Resolution R66-2025 (amending planning & zoning/building fee schedules): Approved (motion carried). Changes remove the comprehensive plan text amendment application fee, lower a special use permit fee, increase the zoning verification letter fee and add a commercial reinspection fee and a preliminary plat reinstatement fee.
- Multiple ordinances to enlarge the Kuna Municipal Irrigation System and declare appurtenant water rights (Ordinances 2025-26, 27, 28, 29, 30, 32 and related filings): Approved (roll-call votes recorded on the record; motions carried). Agenda materials contained a numbering error in one ordinance title that staff corrected and the council amended on the record before the vote.
- First reading: Idaho Power franchise ordinance (10-year franchise) introduced; no action beyond first reading was taken.
Where votes were recorded as roll calls in the minutes, council members present were Nathan Stanley (city clerk roll-calls show McPherson, Biggs, Leroy, Burris and Mayor Steer). For items decided by voice vote, the minutes record the outcome and whether there were any opposed or abstentions.
The meeting included a number of public commenters on the rezone and the motorcycle replacement request; staff and council said follow-up items (traffic studies, possible development agreements, insurance claim outcomes) would return to council as needed.
