The Riverdale City Council unanimously reapproved the final plat for the Riverside Flat Subdivision (667 West 4400 South) at its Sept. 2 meeting, restoring vesting rights that had lapsed because the plat had not been recorded.
Tom Cooper, city planning staff, explained the background: the city approved the final plat in August 2023; planning commission extensions delayed the expiration twice; the plat expired in August 2025 when it still had not been recorded. “If the final approval isn't recorded within that period, then it does expire,” Cooper told the council and cited City Code 10‑21‑7 as the regulating process.
Cooper told the council the plat submitted for reapproval is unchanged from the approved 2023 document. He said the Kengarff site is under construction on an eastern parcel, but improvements cannot be occupied until the plat is recorded.
Council action
Councilor Arnold moved to reapprove the subdivision plat; the motion received a second and passed unanimously. The council voted in favor (recorded as Councilors Arnold, Stevens, Richter, Hansen and Haas voting yes).
Why it matters: Reapproving the plat restores the legal subdivision that allows site plans to be recorded and, once recorded, permits occupancy of new development. City staff said the plat itself has not changed; planning commission extensions and financing/construction delays were the factors behind the lapse.
