Lamar awards O'Toole Park contract to Graves Construction and hires ISG for construction administration

The Lamar City Council awarded the construction contract for O'Toole Park improvements and approved a separate construction administration agreement with ISG at its Sept. 2 meeting.
Council adopted Resolution No. 25‑42 awarding the base bid for the O'Toole Park Improvement Project to Graves Construction in the amount of $2,390,007.42 and approving Alternate A (a glazed brick accent band at the pavilion) in the amount of $5,000. Administration recommended rejecting Alternate B, a site feature wall.
Council and staff reviewed bid results: six bids were opened Aug. 26, 2025, and the apparent low responsive bid aligned closely with the engineer’s estimate. Staff noted the city will purchase playground equipment (about $291,000) and splash‑pad features separately and that demolition, tree removal and removal of the existing shelter and playground will be performed by city staff. The agenda calls for the project to be funded with local option sales tax proceeds and support from a local betterment foundation identified on the agenda; the foundation name appears in the agenda text and will require confirmation of the official organization name in the project file.
Separately, the council approved an agreement with ISG to provide construction administration services for the O'Toole Park project in the amount of $126,510. Staff said the cost will be paid from local option sales tax funds as part of the city's planned $5,500,000 contribution to CBP 3 projects.
Council members discussed elements of the project, including replacing old playground equipment, seating options near the splash pad and cameras for security. One councilmember noted concerns about awarding to an out‑of‑area contractor when a local contractor's bid was close; staff reiterated statutory procurement obligations to accept the lowest responsible, responsive bidder.
The council approved the contract award and the ISG agreement in separate roll‑call votes.
