Resident alleges corruption and safety concerns during public comment; commissioners offer meeting

During the meeting’s public-comment period, Kevin Shover, who identified his address as 1103 Weber Road and said he is associated with the Southeast Missouri Behavioral Health Center, made a number of unverified allegations and asked the commission to address them.

Shover criticized unnamed county officials and private individuals, alleging misappropriation of funds, personal threats and misconduct. "I'm living in a cult. ... money is being misappropriated," Shover said. He also said he has had criminal charges dismissed and described confrontations he said involved local law enforcement and other officials. He made additional claims about threats to his safety and about people he said he had "dirt on."

Commissioners did not take action on the allegations during the meeting. One commissioner invited Shover to come by the county commission office on the third floor for further discussion and provided a business card; staff advised Shover he was welcome to meet outside the public meeting to provide more specifics. The commission’s minutes should reflect that the statements were made as public comment and represent the speaker’s assertions.
