The St. Francois County Commission on an unspecified date authorized the Road & Bridge department to solicit bids for a used paver and approved the sale of surplus county equipment through the Purple Wave online auction platform.
The vote to allow Road & Bridge to advertise for a used paver passed after a motion and second; commissioners voted in favor. Ryan, identified in the meeting as a Road & Bridge staff member, told commissioners a used paver could extend the department’s ability to do short stretches of paving more efficiently and potentially save money compared with contracting every job. "This would help us in the long run probably to save money if we're doing some of that paving ourselves," Ryan said.
Commissioners asked that any purchase be contingent on inspection. Meeting discussion said Road & Bridge staff would prepare specifications and that an inspector would examine any vehicle before purchase so staff could make a recommendation to the commission.
The commission also approved a motion to sell accumulated, unused equipment via Purple Wave. County staff said the sale could reduce insurance costs by removing idle items from county inventories. The motion passed after a second; commissioners voted in favor.
Road & Bridge provided a department report during the meeting. The county’s Berry Ridge project is working on cleanup, slope work and tie-ins at the north and south ends of the project. Contractors placed an estimated 40 to 50 tons of base rock to create a transition for pavement work and have been performing drainage excavation on Turkey Creek Road, where crews encountered rock and have had to break it out. The department said the current target completion date for Berry Ridge is Oct. 7, but staff warned that finding rock in the subgrade could prompt a change order.
Additional Road & Bridge activity reported included installation of more than 220 feet of pipe on Fleming Street in the Delosue area, roughly 80 feet of crossroad pipe on Broody Road, ongoing mowing operations (one tractor out for warranty repair), and installation of a vent in the county salt shed to address wind damage to the building’s tarp cover.
County staff also described the process for private driveway culverts: residents pay for pipe and Road & Bridge will install and gravel the driveway. Staff noted rising pipe costs, saying a single 12-inch metal pipe stick can run about $400 and driveways typically require two sticks, prompting many residents to use gray, flame-resistant plastic pipe.
The commission adjourned after approving the items.
