Montezuma County approves $102,850 supplemental budget for iSolve payroll software

The Montezuma County Board of County Commissioners on Sept. 2 approved a $102,850 supplemental budget to purchase iSolve payroll and human-resources software and to appropriate the two-year contract amount up front.
County finance and payroll lead Dennis Bugg told commissioners the software would consolidate onboarding, payroll, timekeeping and benefits administration into a single system. “This will take us completely from pretty much from being all paper to almost completely electronic,” Bugg said, adding the system ties to insurance vendors and offers employees self-service access.
County Attorney Steven Tarnowski advised the board to appropriate the full two-year contract amount because Colorado local governments cannot commit future funds without either annual opt-out language in the contract or an upfront appropriation. Tarnowski said the one-time deployment fee is about $4,750 and the remainder covers two years of annual service.
Commissioners asked about cybersecurity and vendor testing. Bugg said the county had reviewed implementations elsewhere and that the vendor meets security standards, but emphasized that some security responsibilities remain with county IT. "Their system is as good as it gets, but it's just as much our problem as it is their problem, too," he said.
The board moved and seconded the supplemental budget request under Colorado Revised Statutes sections 29-1-106 and 29-1-109 and approved it by voice vote. The motion as stated on the record requested the appropriation of $102,850 to purchase the software and cover the two-year contract.
County staff said the software will handle year-end reporting (W-2s, ACA), pay stub access and other routine payroll functions, and that moving data into a modern system will ease any future vendor changes. The county also discussed potential future optional services from the vendor, such as expanded HR support, which the contract would allow but not require.
The board did not approve any additional HR services at the Sept. 2 meeting; commissioners and staff said they might consider additional modules later after the core payroll deployment.
