Board approves San Manuel airstrip permit and three rezones, including storage-site access stipulation

The Graham County Board of Supervisors on Sept. 2 approved four land-use items after a combined public hearing: a special-use permit for a private airstrip/helipad in the San Manuel area; a rezoning to create a half-acre residential parcel on Central Road; a rezoning of a 5.5-acre portion of a 61-acre parcel to allow a commercial storage facility (with a stipulation that access be from the highway, not Morning Dove Lane); and a rezoning to mirror an adjacent five-acre commercial parcel used for trailer sales.
Special-use permit: Applicant Larry Wilson requested permission for a private airstrip and helipad on a remote property he said lies about 7 miles in from Reddington Road. Wilson described the strip as roughly 1,200 feet long and 30 feet wide, dirt surface, usable primarily to the west because of rising terrain. Steve McGaughey said the county had already received FAA approval and the strip was named at the federal level. The board approved the special-use permit by voice vote.
Central Road rezoning: Lane Jensen asked to split a roughly 3.5-acre holding so that a half-acre parcel could be used by his son to build a home. The board approved rezoning two parcels (APNs 10545054B and 10545052B) from agricultural to residential rural (20,000 sq. ft. minimum).
Storage facility rezoning and access stipulation: Applicant Shauna Taylor sought rezoning of a 5.5-acre portion of a larger parcel to allow a fenced, gated storage unit facility with enclosed units (no open RV/boat storage). Planning staff and the planning commission recommended approval. Neighbors had expressed concerns about use of Morning Dove Lane and illegal dumping; Taylor agreed in the hearing to a written stipulation that access for the commercial site would be from the ADOT-accessed highway entrance and not from Morning Dove. The board approved the rezoning with that stipulation.
England parcel rezoning: Clyde and Paula England asked to rezone a five-acre parcel north of an existing five-acre commercial parcel used for trailer manufacturing/sales to match the south parcel’s commercial manufacturing zoning. The planning commission recommended approval; no neighbors registered opposition. The board approved the rezone.
Votes: Each land-use item carried by voice vote; the clerk recorded “Aye. Aye. Aye. Motion passes” for each approval.
The board and planning staff emphasized that conditions (access stipulations and fencing) and ADOT’s requirements for highway access will need to be met in follow-up permitting and construction.
