County manager outlines waterline outreach, SCAP housing review and park grants

The county manager reported several infrastructure and project updates to the Board of Commissioners.
North Turnpike waterline: Staff said the county will mail notices to addresses likely to be affected by upcoming waterline installation and will schedule one additional community outreach event for residents who want to pay a $100 tap fee or finalize payments. Staff said the project should be advertised for bid by the end of the month, with bids returned in October.
SCAP housing project: The county manager said the applicant’s environmental review is nearing approval and is currently in a 15‑day public-comment phase; approval would allow SCAP to proceed with next steps on the housing project, including site disturbance needed for a related parking lot.
Parks and playgrounds: The county manager said two grant-funded playground projects (including Murray Park) are ready for delivery/installation and that the county has secured over $300,000 in grant funds for new parks and expects installations by year‑end with upcoming ribbon-cuttings.
Regional water infrastructure: The county manager reported that a DEQ presentation at the NCACC conference emphasized regional grant applications are more competitive. Staff said they have reached out to neighboring counties (Moore County) about submitting a regional grant application to study and potentially upgrade water and wastewater infrastructure; EPA support is available for study and funding research.
The manager also said county staff will follow up on a citizen flooding complaint on Barnes Bridge Road; soil and water staff and the regional specialist inspected the site and provided guidance, concluding there were no beaver dams causing the issue and providing referrals to state agencies where appropriate.
