April (county staff) and members of the personnel committee presented two draft personnel policies to the Scotland County Board of Commissioners: a volunteer/intern policy and an IT data-breach policy.
Commissioners raised concerns about wording in the volunteer/intern policy that requires a background check "before assignment to a department" but does not define what constitutes disqualifying information or a failing result. One commissioner said the policy should clarify how a criminal history would affect eligibility and where to find the standards used to make that determination. Staff said the county has related personnel policy that outlines disqualifying criteria and that the proposed volunteer policy can be revised to reference that policy and to add parental or guardian signatures for volunteers under 18.
On the IT data-breach policy, staff explained the county drafted the policy after identifying a grant opportunity that required an IT incident/response policy. Commissioners requested clearer language under disciplinary measures to note that third-party partners found in violation may face termination of network access and potential civil liability; staff agreed to add clarifying language.
The board directed staff and the personnel committee to refine both drafts and return next month for formal action. No policy was adopted at this meeting.
