County staff proposes dedicated landfill director, seeks reclassification after hire

A county staff member explained to the Scotland County Board of Commissioners that the county intends to create a standalone landfill director position to oversee the landfill and five convenience/recycling centers. The staff member said the landfill operation is funded separately from the general fund and that the new director position would be paid from the landfill fund.
The staff member said the change responds to operational needs: "we are realizing that the landfill does need somebody out there all the time," and noted the technical and safety demands of landfill management, including inspections, heavy equipment operation and coordination with the county’s engineering consultant. The staff member added the proposed reclassification of an existing position would not take effect until a new director is hired because the current director covers two departments.
Commissioners asked whether the county expects difficulty filling the position; staff said landfill director candidates typically need or can earn appropriate certification and the job requires technical oversight and staff leadership. Staff said the county may recruit candidates from nearby landfills or promote internally.
The proposal was part of the meeting’s consent agenda and was approved as part of that package. No additional funding appropriation beyond the landfill fund was presented during the discussion.
