Commissioners approve rezoning to make contractor's office conforming at 1221 Ramsey Road

The Onslow County Board of Commissioners voted Sept. 3 to rezone a 0.46-acre parcel at 1221 Ramsey Road in the Jacksonville township from Residential-15 (R-15) to Rural Agriculture (RA), authorizing the existing contractor’s office as a conforming use.
Planning staff presented the request (PZ 2025-17) and recommended approval, noting the parcel’s current use as Jackson’s Lawn and Landscaping is nonconforming under R-15 but permitted in RA. The parcel is tax map 337-40.10. Staff said the area is served by private septic systems, fire protection from Half Moon, and water main infrastructure nearby; a 2022 traffic count on the nearest roadway was about 5,000 vehicles with estimated capacity near 15,000.
Timothy Jackson, the applicant and property owner, spoke in support, saying the existing building is dilapidated and he intends to tear it down and build a new structure for equipment and business operations.
The Onslow County Planning Board unanimously recommended approval at its Aug. 7 meeting. A motion to approve the rezoning was made, seconded and carried by voice vote.
Why it matters: Rezoning will legalize an existing business location and aligns staff analysis with the county’s Horizon 2040 comprehensive plan guidance for rural residential and limited commercial uses in fringe areas.
Details: Schools serving the property include Stateside Elementary, Jacksonville Commons Middle (noted as over capacity by staff) and Northside High School (capacity available). Staff said they did not project additional students from this rezoning.
