The Neighborhoods Committee approved an amendment on Sept. 2 to appropriate $572,100 to the radio communications fund and $5,000,000 to the group health fund to prevent year-end negative cash balances.
The chair read the auditors' recommendation and Council members debated the amendment before a vote. Angela Moyer of the Budget Office cautioned that the group health fund is a large fund and that the $5,000,000 infusion "will basically keep them potentially from going underwater" but leaves the fund with no reserve going into fiscal year 2025-26. "My concern is that this is a $100,000,000 fund and that bringing them down to 0... that leaves them with no balance going forward into fiscal year 'twenty five-'twenty 6," Moyer said, warning the committee the administration may need to float transfers in the first quarter to maintain cash-positive operations.
Supporters said the infusion prevents an immediate deficit and allows the administration and a consultant to continue evaluating the health plan’s long-term sustainability; the committee approved the amendment and then the bill as amended by roll call (recorded 5 yeas, 0 nays for the final bill vote).
Ending: Committee members said the infusion was a temporary measure to stabilize the fund and that longer-term changes would be addressed through benefit plan review and subsequent finance committee work.
