Summary

The Common Council voted Sept. 2 to amend the land use plan and rezone 3011 Salesville Road from I‑1 institutional to B‑3 general business, clearing the way for Momentum Early Learning to occupy part of the former school building and for the owner to lease a separate tenant space.
Planning staff explained the applicant wants a commercial zoning classification to permit a broader set of uses — for example, a caterer — in the leased tenant space while preserving a separate area for the daycare. The council also held a public hearing on a small adjacent parcel south of Lawrence Lane; staff said that parcel’s rezoning will return to the council at a later meeting because a legal description error requires a new survey.
The land use plan amendment (from civic and institutional to commercial) and the rezoning for 3011 Salesville were approved by the council with unanimous support.
Why it matters: Rezoning to B‑3 allows compatible commercial uses along Salesville Road and permits the property owner to lease portions of the existing building while Momentum Early Learning occupies a portion for child‑care functions. The change facilitates reuse of a former school building and could increase neighborhood commercial activity.
