Committee adopts amendment and approves funding adjustment to finish Old Middleburg Road phase

Edward Linsky of the council auditor's office explained the amendment to the committee: "The amendment attaches a revised CIP sheet to correct prior year funding and then also attaches a revised, parcel listing to update the RE numbers for recent activity," he said.
Council member Rockman Johnson (District 14) described the measure as part of the Better Jacksonville Plan and said the ordinance will allow the city to complete phase 2 of Old Middleburg Road by securing the necessary property easements. "This allows us to pull in those parcels that we need so we can finish this project and get people what we promised them as the city back in 1999," Johnson said, and he said he expects the portion to be finished by 2027 at the latest.
Johnson thanked staff members, including Chris Garrett in the Office of General Counsel and Nina Sickler and her public-works team, for their work on the long-running project. Council members asked clarifying questions about the geography of the phases; one member asked whether the segment in this ordinance connects near Blanding and Parman, and Johnson clarified this relates to the Parman segment and the phase that runs parallel to Blanding.
Johnson and other committee members said the ordinance is not an incremental new appropriation but a reallocation within already budgeted project accounts to allow easement purchases to move forward. The committee passed the amendment and the bill as amended; the recorded vote in the transcript is six yeas and zero nays. The committee did not provide a line-by-line list of affected parcels during the meeting; the revised parcel listing was attached to the amendment as described by staff.
