Committee approves $1,249,000 appropriation from Building Inspection Fund for EV charging stations

The Jacksonville City Council Transportation, Energy, and Utilities Committee on Sept. 3 approved Ordinance 2025-0522, appropriating $1,249,000 from the Building Inspection Fund to purchase electric vehicle charging stations. The committee voted 6-0 to pass the measure during the meeting.
The appropriation funds charging-station equipment and installation, committee members said. John J. Newnie, a public commenter, voiced support during the public-comment portion, saying he was "all in" on the charging-station purchase as part of broader city infrastructure discussions.
Chair Bill Delaney, representing the mayor's office and presiding over the committee, said he supported the appropriation because the Building Inspection Fund is currently well funded. Delaney also urged better coordination between vehicle procurement and charging plans: "When we have the budget process each year ... we don't really know what the source is, whether it's gas, diesel, electric. ... We purchased these 18 vehicles and then afterwards, once we got them delivered, we had to find the solution on the chargers," he said, stressing the need to factor total cost of ownership into future vehicle purchases.
No members of the public testified in opposition during the hearing. The ordinance passed the committee by recorded voice vote of six yeas and zero nays. The motion and second were noted on the record; no individual council votes were named in the transcript.
The committee did not specify installation sites, a charging-equipment vendor, or an implementation timeline during the session. The appropriation was drawn from the Building Inspection Fund as stated on the ordinance cover sheet presented to the committee.
