The Indianapolis Board of Public Health and Safety on Sept. 3 approved an agreement allowing the Indianapolis Metropolitan Police Department to extend its lease with Brookside Owner LLC for 18,209 square feet at a Culligan Avenue property, with a new not‑to‑exceed contract total of $2,773,291.31.
Deputy Chief Kevin Wethington, who leads IMPD’s administration division, told the board the building houses undercover and covert personnel and cannot be consolidated into the City‑County Building because of security and vehicle storage needs. “We are requesting, as your packet says, OPHS Board approve and authorize us to extend a lease agreement with Brookside Owner, LLC, for 18,209 square feet located on Culligan Avenue, Indianapolis, with a new contractual not to exceed of $2,773,291.31,” Wethington said.
Wethington told the board the five‑year schedule averages about $14,000 to $15,000 per month, with roughly $900,000 in new rent across the five‑year amendment. He said the total does not include common area maintenance (CAM) charges and that the listed total covers historical spend plus the new five‑year term. “This particular building is where we house many of our undercover and covert folks,” Wethington said, adding the site includes a fenced, gated parking area, security and lighting and interior overhead doors for vehicle storage.
The department said the original lease began in 2010 and the property owner’s name changed from Brookside Industrial Park LLC to Brookside Owner LLC. Wethington said the lease was originally procured through the public vetting process with City‑County Council and related public notice, and that documentation for the original lease and subsequent amendments was included in the board packet. He also said the city is reviewing building‑use options, including a study on repurposing the North District headquarters that could affect future space needs.
Wethington said a third‑party XBE vendor negotiated the renewal on the department’s behalf and that the department believes the renewal yields below‑market rates for the tenant. Board members asked whether the City‑County Building could ever house the operation; Wethington replied the building could not accommodate the vehicles and equipment but that staff locations and square footage are regularly reevaluated.
The board voted by voice to adopt item 090325A. The motion was moved and seconded, and the chair called for the question: “All in favor? Aye.” Hearing no opposed votes, the chair declared the item passed.
The board record indicates the lease extension is approved for the five‑year term under the stated not‑to‑exceed amount; the department said it may pursue competitive procurement when the term nears conclusion or if conditions change, but did not set a definitive date for a rebid beyond noting the city’s real estate reviews and potential year‑four considerations for future procurement.
