Council adopts tobacco retail license fee to fund enforcement officer

The Redding City Council adopted a resolution to add a tobacco retail license fee for businesses that sell tobacco and tobacco products, including smoke shops, convenience stores and gas stations.
City staff said the fee, set at $1,176.66 per retailer, is intended to fully cover the cost of the licensing program in alignment with council policy and will fund one full-time neighborhood preservation officer and a half-time administrative assistant to administer enforcement, education and inspections.
The fee follows adoption of a tobacco retail ordinance at a prior meeting; the council conducted a public hearing on the license fee and heard a brief statement of support from a public-health representative who thanked county public-health staff and student advocates for their prior work.
The council approved the fee by roll call, 4 to 1. Council Member Audette recorded the lone “no” vote. City staff said the fee would be applied to all retailers that sell tobacco within the city and that the licensing program will include administration, inspections and education as described in the staff report.
