Council forms Salt Creek Heights sanitary sewer maintenance district after property-owner ballot

The Redding City Council adopted a resolution forming Sanitary Sewer Maintenance District (SSMD) 125 for the Salt Creek Heights Subdivision Phase 4 and approved the associated annual assessments for fiscal year 2026-27.
Public Works staff said the ballots mailed for formation were directed to the single property owner who currently holds all 70 parcels in the subdivision. The clerk reported one ballot returned in favor of formation; because the developer owns all parcels, that single ballot satisfied the formation process as presented.
Public Works recommended, and the council moved to: confirm the ballot results, confirm the assessments in the engineer's report, order formation of the district for FY 2026-27 and approve levying and collecting assessments under the Improvement Act of 1911 (Streets and Highways Code, Chapter 26, Maintenance Districts, section 5820). Staff explained that the developer agreed to the condition of approval for the subdivision map and that assessments will be passed on to individual lot purchasers when ownership transfers.
Council conducted a public hearing, confirmed the vote tally reported by the clerk and adopted the resolution by roll call. The council and staff said formation is intended to provide a more efficient maintenance arrangement for sewer service in that geography and to avoid more costly alternatives for drainage and maintenance.
No protests by property owners were recorded at the hearing.
