Magistrate upholds $25 parking fine for vehicle on Grazier Park apron

A Venice special magistrate on Sept. 3, 2025 found that a vehicle driven by Martha Haines was parked partially on the paved driveway apron at Grazier Park and assessed a $25 civil penalty plus the forfeited appeal filing fee.
Kimberly Brown, a certified parking enforcement officer for the city, testified that on April 19, 2025 she photographed a 2017 Lexus parked with its rear end intruding onto the apron within 10 feet of a driveway, which she said violated Section 70-314 of the City Code. Brown offered photographs of the vehicle and the apron area; Haines also submitted a photograph she had taken the same day.
Haines told the magistrate she measured the distance as 14 feet, 8 inches from the curve and that the area where her rear tire rested was sand and weeds on the day in question; she said she had spoken informally with a Venice police officer and an attorney who questioned why she had received the citation and advised her that contesting it could be appropriate. The magistrate reviewed testimony and the photos, found the evidence supported a violation of Section 70-314 and assessed a $25 civil penalty. The respondent forfeited the $25 appeal filing fee; payment was ordered within 10 days or recording fees would apply.
The magistrate closed the hearing and noted the order would be entered in the city record.
