At a Sept. 3, 2025 Venice special magistrate hearing, the city and a representative for Jesse Duane Conner agreed to settle two citations for unlicensed contracting and working without permits for a civil penalty of $1,000.
Jim Davis, supervisor of code enforcement, told the magistrate the parties reached the agreement and that, in exchange for payment of the $1,000 penalty plus the contested-case fee and recording fee where applicable, the city would dismiss the two contested citations.
The magistrate directed the clerk to enter an order reflecting the settlement. Payment terms indicated the amount would be due within 10 days or additional fees could apply per city procedures. The hearing concluded with the order recorded on the administrative docket.
