Public utilities seek broader authority to design and contract for large main valve replacements

The Department of Public Utilities requested authority to amend sections 1 and 3 of Ordinance 30524 to expand the scope beyond purchasing valves and allow the city to design, bid and construct large main valve replacements.

"Essentially, 30524 was brought forward to purchase valves for large mains that are currently inoperable. And, what that did not give the latitude we needed for such a project," Director Doug Stevens told the committee. He said many of the valves (ranging from roughly 16 to 42 inches) require design and contractor work rather than in-house replacement, and the scope has grown to include design plans, bidding and construction coordination with plant operations and water distribution.

Stevens asked the committee to recommend SEP. Councilman Sarantu asked whether one of the valves to be repaired was the one at Spurrier and Walnut; Stevens said he would verify locations and provide a referral. Sarantu also asked that the department provide a report on collections from past-due DPU customers; Chair Martinez requested the department present collections data at the next finance committee meeting and to include community engagement and information on available discounts in outreach materials.

The committee recommended SEP; the ordinance amendment language was not included in the meeting transcript and the locations and list of affected valves were not provided in full. Stevens characterized the majority of affected valves as in the 24–36 inch range but said there are valves from 16 to 42 inches that need replacement.
