Spokane Valley council authorizes interlocal agreement with County Water District 3 for coordinated road work

The Spokane Valley City Council unanimously authorized the city manager on Sept. 2 to finalize and execute an interlocal agreement with Spokane County Water District No. 3 to coordinate waterline replacement and related pavement work.

Engineering Manager Adam Jackson told council the district plans to replace waterlines and take 10 to 15 feet of roadway for trenching and patching; the interlocal would allow the city to evaluate pavement conditions and pursue coordinated full‑width paving to reduce multiple disruptions and save costs.

Jackson said the district’s primary 2026 goal is the district’s route on Fierman between Sprague and Broadway; if bids allow, the district would extend work to a larger dashed route shown on the project exhibit. “This is an opportunity where we evaluate the condition of the streets that they're in and see if there's some, magnitudes of scale to have some cost savings and lessen the impact on the traveling public,” Jackson said.

Council members supported coordinating city work with the district to avoid a narrow strip of mismatched pavement and noted it follows prior local practice of using utility reconstruction projects as opportunities for full‑width paving. The motion passed by unanimous voice vote.

Ending: Staff said the interlocal would be before the water district the following morning; coordination with the district will proceed now that the council has authorized the city manager to finalize and execute the agreement.
