First United Methodist Church urges county to expedite delivery of pallet houses for Welcome Home Skagit

Christopher Guger Raines of Mount Vernon told Skagit County commissioners on Sept. 2, 2025 that First United Methodist Church, in partnership with Welcome Home Skagit, is prepared to receive donated pallet houses and requested the county expedite permitting and legal steps necessary to put occupants into the units.
"We are the scheduled recipients of the pallet houses. My understanding is that they are in your jurisdiction at this point, and our site is ready, our people are ready," Guger Raines said. He asked the county to avoid the pallet houses sitting unused while a four-month permit window remains in effect; the city-issued permit can be renewed after four months for a yearlong term, he said.
A commissioner acknowledged the county had purchased some pallet houses and said legal questions remain about gifting items to public funds and the process for accepting donations. County staff did not announce a timeline at the meeting. Guger Raines said the site and volunteers are ready and asked the board to expedite the process.
No formal action or vote followed the public comment; the matter remains in staff and permitting channels as described in the meeting record.
