Ivan City Planning Commission approves Chenille Cliffs preliminary plan for 40-lot subdivision

The Ivan City Planning Commission on Sept. 2 approved the Chenille Cliffs preliminary plan, phases 1 and 2, a proposed 40-lot subdivision on about 41.35 acres south of Highway 91 near Mojave Way and Coahuasca Drive.
The commission voted unanimously to approve the plan after staff concluded the proposal materially conforms to Ivan City code and to a settlement agreement from February 2006 that established the project’s zoning and development rights.
Stacy Young, representing the applicant, told the commission the project has been “a long time in the making” and was originally brought forward nearly 20 years ago and is now being “resuscitated” after the parties resolved open issues. Building and zoning staff said the proposal is for low-density residential uses, is zoned RE25 with a PD (planned development) overlay, and would yield roughly one lot per acre along the ridgeline in the project area.
Staff clarified the commission’s role is to determine whether the preliminary plan amendment materially conforms to the Ivan City code and to the terms of the 2006 settlement agreement. The staff report noted the city council no longer approves preliminary plans under Ivan City Code section 15.04.2033.B, and that this commission decision clears the way for the applicant to move into design review with the Technical Review Committee (TRC).
During discussion, staff said they were not aware of any component of the application that conflicts with both city code and the settlement agreement, and that the site is not mapped as sensitive lands. The staff report also referenced the Ivan City General Plan’s goal of supporting neighborhoods that provide a variety of housing options; staff described the proposal as fitting into the city’s range of housing types and called it an “attainable housing” product in that context.
After the approval, staff and the applicant said the developer will submit design materials to TRC and will be responsible for the required fees and infrastructure commitments before later development approvals and permitting.
