The Kenai Peninsula Borough Finance Committee on Sept. 2 introduced Ordinance 2025-19-12 to appropriate funds from the insurance and litigation fund balance to cover additional insurance premiums and claim reserves for the year. Borough staff said the request covers increases in general liability and auto liability premiums and to cover costs of liability claims incurred earlier in the year.
During discussion, Assembly Vice President Cooper quoted a memo noting a 132% increase and asked staff to explain the justification. Borough staff declined to discuss details in open session and said they would schedule an executive session at the next finance committee meeting on Sept. 16 to provide full details. Assembly members agreed to include an executive session on the Sept. 16 finance agenda.
No vote or appropriation occurred at the Sept. 2 introduction; the committee resolved to request further information in executive session at the next meeting.
