Kenai Peninsula Borough committee introduces ordinance to retroactively set vessel tax effective date

The Kenai Peninsula Borough Finance Committee introduced Ordinance 2025-19-08 on Sept. 2, a measure to amend a previously adopted ordinance relating to commercial passenger vessel tax proceeds and to make the revised effective date retroactive to May 1.
The ordinance, presented to the committee as relating to distribution of commercial passenger vessel tax proceeds from the state of Alaska to the cities of Seward and Homer, was described by committee staff as an amendment to change the effective date so Seward can be reimbursed for transportation expenses incurred serving commercial vessel passengers. The committee set a public hearing on the ordinance for Sept. 16.
Committee members did not ask follow-up questions during the introduction. The measure was listed on the meeting agenda for introduction; no vote was taken at the Sept. 2 meeting.
The item was introduced by the mayor’s office and covered by borough staff during the finance committee meeting. The committee noted the ordinance is eligible for consent at the scheduled public hearing.
