Accomack board adopts monthly committees, narrows regular meetings after debate

The Accomack County School Board on Sept. 2 voted to amend its meeting calendar to create three monthly standing committees — budget, policy and discipline — that will meet in the week before the board’s regular monthly business meeting.
Under the change, committee meetings are scheduled the week before the board meeting at 5:30 p.m. at Matomkin Elementary, with the discipline committee to meet Monday, the finance committee Tuesday and the policy committee Wednesday. The board clarified the committees are open to the public and will be posted like other public meetings; discipline committee hearings that move into closed session will include only the committee members in closed session.
The motion to amend the calendar passed after extended discussion. Several board members said they had not seen formal documentation of the arrangement before the meeting and asked for more time to consider the change. Board member Doctor Johnson specifically asked that the matter be voted on at a subsequent meeting, saying he had not been provided materials in advance. Miss Turner expressed concerns about the impact on members’ schedules and whether the change would reduce opportunities for full‑board discussion.
Board chairs announced committee rosters during the meeting. Nominations accepted and approved by voice vote included nominees for the budget committee (Mister Taylor, Doctor Johnson and Mister Wippert), the policy committee (Miss Bowman, Mister White and Mister Spidell) and the discipline committee (Miss Handy, Mister Neal and Miss Turner). Board leadership said committee chairs will present brief updates to the full board at monthly meetings.
The policy committee will initially meet monthly because the division is out of compliance on multiple policies and needs a concentrated period of review; once policies are current the committee will meet less frequently. The board also agreed that discipline committee decisions require unanimity at the committee level; where committee members do not reach unanimous decisions, cases will go to the full board for a vote.
The vote to amend the calendar carried with a majority; two board members recorded “no” votes during the roll call, and several members asked for clearer written materials and staggered implementation. Board leadership agreed committees will be evaluated and can be rescinded by future board action.
