The Grove City Planning Commission voted to recommend City Council approve a special-use permit to operate a drive-through convenience store at 3188 Southwest Boulevard, with conditions noted by staff.
City planner (staff) described the proposal as a special-use permit request for a drive-through convenience store in an existing C-2 retail-commercial building. Materials submitted by the applicant indicated the drive-through would occupy roughly half the building, operate seven days a week from 9 a.m. to midnight, and expect peak queue lengths of three to four vehicles and daily traffic volumes above 100 vehicles. Staff noted the applicant must correct on-site pavement markings to match the proposed circulation and must install a dumpster enclosure and bring landscape and screening into compliance prior to opening.
Applicant Zishon Aslam of 3188 Southwest Boulevard said improvements already made to the site had helped and said the operator planned to bring the site into compliance with Grove City code. A commissioner commended the applicant for cleanup work already completed at the site.
No public opposition was recorded at the hearing. The commission voted to recommend City Council approval with the four stipulations listed in the staff report; the motion and second were followed by recorded affirmative votes from Commissioners Farnsworth, Titus and Wendlinger.
The special-use permit will proceed to City Council for final approval and staff will follow up to ensure the site meets the code-based conditions before operation.
