Ellis County commissioners approve consent agenda, development plats, contracts and budget transfers; meetings and traffic changes set

Ellis County Commissioners Court completed a broad set of routine and substantive actions during its regular meeting, approving the consent agenda with a clerical correction, appointing a director to a groundwater conservation board, ratifying plat approvals, authorizing procurement contracts, and approving fiscal line-item transfers for the sheriff’s office and the county jail.

Key outcomes included the unanimous approval of the consent agenda (items A1–A9 and F1–F9) with a noted typographical correction to Item F9; the appointment of Gary Farmer to the Prairie Lands Groundwater Conservation District board through Minute Order 343.25 to serve a term ending Aug. 31, 2029 (Item A5); and approval of line-item transfers in the sheriff’s budget. Sheriff Brad Norman explained the transfers move funds from salary lines to overtime and other operating lines. The court approved two separate transfers: F6 (intra‑sheriff budget adjustments) and F7, a $1,000,000 transfer from jail salaries primarily to overtime to address staffing shortages; both passed unanimously after commissioner questions about staffing and allowable uses of salary lines.

The Department of Development items were largely ratifications of staff actions on final and preliminary plats. The court approved multiple plats, including Sanchez Gibson Addition (Lot 1A Block 1), Andaliz (formerly Alejandro) Addition Lot 1 Block A, Stallions preliminary plat (55 residential lots on an ~80‑acre site), Funny Farm Acres Lot 1 Block A, Tommy’s Place Lots 1 and 2, O’Villa Business Park Lot 1, and the acceptance of performance bonds for Renaissance Subdivision Phase 1 totaling just over $24.3 million (roughly $9M for paving, $11.3M for water/sewer/storm, and $4M for earthwork). The court also approved release of a $30,000 supplemental maintenance bond for Winding Creek Estates related to drainage corrections but left a $54,000 item outstanding pending completion.

In purchasing, the court approved a 5‑year Westlaw ProFlex license for the Ellis County Law Library totaling $137,720.64 and exempted the purchase under Local Government Code §262.024(4). The court approved contracts for 10X Software Solutions for Precinct Central e‑pollbooks ($181,090) and a voter-registration license/maintenance agreement ($205,000) under the TASB cooperative contract 710-23; staff and the county IT director had reviewed security standards. The court awarded RFB‑2025‑008 (miscellaneous contract work) to multiple contractors to maintain flexibility for road and bridge maintenance, and approved vehicle upfits and lease-payee changes for constables and the fire marshal (including $31,562 for a Precinct 3 upfit and $11,618.92 for the fire marshal). Purchasing also moved to solicit countywide pest-control services and drainage culvert bids.

Administrative and other actions included canceling the Sept. 9, 2025 meeting (Item 3.1) because budget-notice timing requires adoption on Sept. 16, approving stop signs at Angus and Hoyt roads (public hearing closed; item approved), and accepting a road-improvement agreement with GE International Investments LLC for Judy’s Lane (developer will escrow funds to cover the developer’s portion of the paving work). The court also held an executive session on several legal matters and announced staff changes: county engineer Ryan Garrett resigned (last day after budget passage) and the county hired Leah Martinek as the judge’s new public information officer starting Sept. 8.
