The plan, Dieter said, follows a large community engagement effort and extensive data analysis; CapMetro staff estimate engagement with roughly 8,000 to 10,000 people during the project’s public phase. Dieter said the agency focused on population and employment density, growth projections and travel propensity for riders without cars, low‑income households, students and people with disabilities.
