The Finance Committee recommended Council approve an ordinance and a companion resolution to authorize the issuance and sale of general obligation public improvement bonds in an aggregate principal amount not to exceed $26.5 million to finance a set of capital projects included in the FY26 budget.
Staff reviewed the financing package and the capital projects list included in the committee packet. Major items in the borrowing authorization include the second tranche of the South End Fire Station, street paving, design and construction for Millwood improvements and the Green Circle Trail, Virginia Avenue School corals, and planned Social Services building improvements (primarily HVAC replacement). Staff said debt service for the proposed 20‑year bonds (estimated annual debt service around $1.9 million) is already wrapped into the budget and that the city’s debt profile stays stable because much existing debt is dropping off in the coming years.
The resolution also authorizes a potential refunding of a small prior bond issuance (a refunding of a refunding) with a not‑to‑exceed amount of $1.5 million; staff said the city may elect to pay that small obligation with cash if the market makes refunding uneconomic. The schedule presented targets a sale the week of Oct. 20 and closing about Nov. 4, though the market timing could affect those dates.
Committee members asked clarifying questions about the South End Fire Station bond splits and individual project scopes. After review, the committee voted unanimously to forward the ordinance and resolution to Council (with standard first-reading scheduling) for final action.
