Council approves consent, capital and routine items including alley rehabilitation bid and fee-schedule updates

At its Sept. 2 meeting the Universal City Council approved several consent and action items bundled as routine business and separate motions.

EDC storefront-improvement: Council approved Resolution 96620253 to provide an Economic Development storefront improvement grant to Synergy Refrigeration for a location at 848 W. Bird Boulevard. Council discussion noted Synergy operates refrigeration work and a related gas-production arm that liquefies methane and carbon dioxide as part of greenhouse-gas management work; the item passed by vote recorded as “motion carried.”

Alley rehabilitation bid award: The council awarded the 2025 Alley Rehabilitation Project to the recommended contractor after disqualifying the apparent lowest bidder for failing self-performance requirements. Council considered a motion to divide the project into segments (A5/A9 and C5), which failed for lack of a second; members noted the project was funded in the current budget and that the contractor’s bid assumed both parts would be completed. The award passed by motion.

Fee schedule updates: Council approved three ordinances updating fee schedules for water, sewer and stormwater with no rate changes indicated (Ordinance 149M3109 — water; Ordinance 149M3209 — sewer; Ordinance 570D2025 — stormwater). Each ordinance passed on council vote and was recorded as approved.

Other routine approvals: Several consent-agenda items (A and B) were approved as a package with item C pulled for separate action; council approved the pulled resolution (EDC storefront improvement) separately. Motions on these items were carried during the meeting and are recorded in the minutes as approved.
