Committee approves forwarding MOU amendment with Blue Ridge United for field scheduling and turf fund

The Finance Committee voted to forward to Council a proposed amendment to the memorandum of understanding (MOU) between the City of Winchester and Blue Ridge United that adjusts scheduling and preserves a funding stream for future turf replacement.
City staff described three principal changes to Section 7 (usage) and Exhibit A (schedule): longer evening practice windows on Monday, Tuesday and Thursday through 9:30 p.m. (Blue Ridge requested 9:30 p.m. to accommodate three 90‑minute practice slots), swapping Saturday use so Blue Ridge holds morning slots and the city keeps Saturday evenings for adult leagues and rentals, and opening Sunday evenings for community drop‑in play. The amendment will also direct annual field-naming revenue from Blue Ridge into a fund established with the Community Foundation of the Northern Shenandoah Valley to build a reserve for turf replacement over the 12‑year term of the MOU.
Staff said Blue Ridge already agreed to the changes and has signed the amendment. Committee members asked operational questions about overlap with existing late-night adult groups and were told the groups have coordinated schedules and that any future MOU modifications would return to Council. The committee voted unanimously to forward the amendment to Council with a recommendation for approval.
