The Midland Planning & Zoning Commission approved a series of plats, zone changes and a specific-use permit at its Aug. 15 meeting, voting unanimously on most items and deferring one plan-development amendment for additional site-plan revisions.
Key outcomes
- Midland Lee High School addition (Item 3): The commission approved a final plat for "Midland Lee High School addition," a replat of a 116.68-acre tract for a single public-school lot to be served by city utilities. Motion to approve by Commissioner Martin, second by Commissioner Garza. Vote: 7-0.

- Quail Ridge amendment (Item 12): Amendment to a PD for housing development (removal of an unneeded easement) was approved after the applicant said the change simply removes a back easement so property owners can place fence lines. Vote: 7-0.
- Preliminary plats in ETJ and industrial areas (Items 142D18): The commission approved preliminary plats for Dalia Warehouse District (131 acres into 35 lots), Campgrounds Addition Section 4 (replat of 8.4 acres), West 1788 Industrial Park Section 10 (8 acres), Limestone Addition Section 1 (54.49 acres into 10 lots; requires council approval because larger than 25 acres), and Westview Addition Section 7 (split of 0.93-acre lot into two) after staff conditions. All passed 7-0 where recorded; see item 8 for the 6-1 vote noted above.
Context and next steps
Most items drew little or no public opposition and followed staff recommendations. The Vineyard Reserve PD amendment was deferred because staff requested more detailed site-plan revisions; the applicant was advised to return on Sept. 15 with those materials. The Limestone Addition preliminary plat will go to City Council because it exceeds 25 acres; staff scheduled it for the Sept. 9 council meeting.
Commissioners and staff also discussed utility questions (wells vs. city utilities) on several plats and reminded applicants that pavement and sewer improvements may be deferred but must be completed before certificates of occupancy. Several residents who opposed the Country Sky subdivision asked whether new lots would rely on private wells; staff said connecting to city utilities is available but that developers may choose otherwise and that groundwater-use thresholds apply only if groundwater is the proposed supply.

What commissioners said
Commissioners generally accepted staff recommendations where site plans and zoning were consistent with the Tall City Tomorrow comprehensive plan. Several commissioners asked for clarification about water supply (city utilities vs. private wells), the presence or absence of required pavement or sewer improvements, and for more detailed site-plan labeling in the Vineyard Reserve application.
