The City Council held the first reading of Ordinance O‑16‑25 to appoint a presiding municipal judge and an alternate judge for the municipal court. City Manager Clifford Blackwell said the existing contract with Judge George Calloway had lapsed and that staff proposed renewing his two‑year term.
Blackwell described the contract terms as unchanged from the incumbent agreement: a two‑year term beginning September 2025 and continuing through September 2027, with monthly compensation of $3,000 (equivalent to $36,000 annually) and reimbursement of required training registration fees. Blackwell noted either party may terminate the agreement with 30 days' notice.
The ordinance also includes appointment of an alternate municipal judge, Angela Downs, with compensation set by appearance: $650 per court appearance or docket handling, $250 for juvenile dockets, $50 for arraignments, and $10 per prisoner or warrant signature. Blackwell said the alternate has been used infrequently and was last used in 2023.
No objections or complaints about Judge Calloway were reported to staff. This item was presented as a first reading; the council did not adopt the ordinance at the meeting.
