Staff presented the request and recommended approval, saying the studio would occupy a suite within an existing commercial strip and that the proposed use is consistent with surrounding commercial intensity. Applicant Sandro Diaz told the commission he sought the zoning change to obtain a health license and operate the shop; he said storefront windows will be covered or decorated and that the business will enforce ID checks to prevent service to minors.
No public speakers opposed the request. Commissioner George Hinojosa moved to approve; Commissioner Rob Sipes seconded. Commissioners asked about proximity to Harlandale High School and methods to keep minors out; the applicant said windows will be tinted/covered and IDs will be enforced. The roll-call vote was unanimous in favor.
Staff noted that the conditional use prescribes a site plan and that increases in size or intensity would require further review. The case will be forwarded to City Council as the commission’s recommendation.
