Committee schedules ministerial vote for 80‑unit senior housing at Mill Creek Hundred

The New Castle County Land Use Committee on Sept. 2 reviewed plans for “Plan of the Manor” at 6060 Mill Creek Hundred on the west side of Limestone Road and scheduled a ministerial vote next Tuesday to record the project, which the agenda describes as a three‑story, age‑restricted institutional residential facility with 80 units.

The agenda listed the project as a three‑story, 83,050‑square‑foot institutional residential Type 2 facility under NC21 zoning, application number 20230586S, in Council District 3. Anthony Sacalski of the Department of Land Use told the committee the project would provide some on‑site services for residents. "Some services will be provided for the residents. There's 80 units in total," Sacalski said.

Councilman Cartier asked whether the development would be an assisted‑living facility. "It's not this is like an assisted living kind of facility?" he asked. Committee comments and staff responses identified the project as age‑restricted and "means‑tested," and staff said units are generally one‑bedroom apartments with common areas and space for social‑service staff offices similar to an existing facility in Kennett Square.

Committee members said the meeting’s action was ministerial: the vote at this meeting would be to forward the project for recordation. "All this vote does is send it over to be recorded," a committee member said, and the item was scheduled for a formal recordation vote next Tuesday. No formal roll‑call vote on the project occurred at the Sept. 2 committee meeting.
