San Patricio County Commissioners on Thursday approved routine business including minutes, claims, a budget transfer, the treasurer’s report, several contracts and personnel changes, and they authorized an RFP for a water-tower project under a Community Development Block Grant program.
Approval of minutes: A motion to approve the minutes of the last meeting was moved by Gorski and seconded by Yardley; a commissioner abstained, noting they had left at 10 a.m. The court recorded the motion as carried.
Claims and reconciliation: Commissioners approved claims against the county and accepted the treasurer’s report, which included a health transfer of $82,600, a Section 125 total of $2,712.35, three assertive claims totaling $18,678.49 and escrow total of $1,503.99. Miss Garcia presented the bank reconciliation and the court moved to accept the treasurer’s report.
Budget transfer: The court approved a single budget line-item transfer for the Fire Marshal’s Office, transferring funds from general supplies to cover conference and association dues.
Consent agenda: The court approved two consent items: assignment of an airport hangar lease (Hanger C13) from San Patricio County to John Fullerton, DBA Pandata, for the period Sept. 1, 2025, through Dec. 31, 2025; and the ratification of a road use and master repair agreement with Peacock Energy Project LLC (the agreement had been previously approved on May 30, 2025 but was missing the company’s signature at that time).
Proclamation: The court proclaimed September 2025 as Adult Literacy Awareness Month at the request of Christina Jolley of the San Patricio County Adult Literacy Council. The proclamation was approved unanimously.
Juvenile detention contracts: Commissioners approved contracts and agreements for juvenile detention services, including an agreement with Bell County, on a motion and second recorded at the meeting.
RFP authorization: The court directed the auditors’ office to issue an RFP for construction under the Department of Agriculture Community Development Block Grant Program (program identifier given at the meeting as Colonial Fund 0101) for the Saint Paul Water Tower project.
Personnel actions: The court approved a salary change for Rogelio Garcia (promotion from Heavy Equipment Operator I to Heavy Equipment Operator II, effective Sept. 1, 2025) and the employment of Pamela Serta as Deputy Clerk I in Justice of the Peace Precinct 8, effective Sept. 2, 2025. The salary committee recommendation and the elected officials’ requests were recorded in the personnel motions.
Adjournment: The court adjourned at 9:27 a.m. following a final motion to adjourn.
