Office of Enterprise Technology Services staff briefed the Information Technology Steering Committee on the status and next steps for the state IT consolidation plan.
ETS described the plan as progressing through three stages: (1) refining an enterprise shared‑service portfolio and identifying which services make sense to centralize; (2) defining operations, governance and funding models for shared services and how ETS and departments will partner on budgeting and road‑mapping; and (3) focusing on workforce and vendor management for shared enterprise services.
ETS staff said the immediate work is refinement of the shared‑service portfolio, and that the working groups and focus groups will examine governance questions, funding approaches and operational responsibilities. As requested in prior meetings, ETS sought counsel on the role of the IT Steering Committee (ITSC) in the consolidation effort. Committee counsel advised that ITSC members may participate in focus groups and working groups provided their attendance does not reach a quorum of ITSC members, to avoid open‑meeting concerns.
ETS said it will reach out to steering committee members about which focus groups and working groups they would like to join. Staff also noted the plan’s timeline extends through the end of the calendar year and that further updates will be provided as the shared‑service portfolio and governance details are refined.
