The Truckee Meadows Regional Planning Agency found several local master plans and a proposed solar generation project in conformance with the 2024 Truckee Meadows Regional Plan and approved a pair of local plan amendments and routine meeting minutes during its meeting.
Agency staff recommended, and commissioners approved, conformance findings for the Washoe County School District facilities plan; the Reno–Tahoe International Airport master plan; the Reno Stead (general aviation) master plan; the City of Reno master plan (Reimagine Reno); and the City of Sparks comprehensive plan. Commissioners also approved a requested amendment to the City of Sparks comprehensive plan for 2301 Sparks Boulevard and voted to find the Indigo Basin solar project—a proposed 20 megawatt AC (28.248 MW DC) photovoltaic facility—consistent with the regional plan. All items were approved on motions based on the staff reports presented.
Why it matters: these conformance findings and approvals confirm that the jurisdictions’ capital and land-use documents align with the regionwide policies adopted as the 2024 Truckee Meadows Regional Plan. That affects how future development, infrastructure investments and renewable-energy projects are reviewed and coordinated across the Truckee Meadows region.
Most important actions and staff findings
- Indigo Basin solar project (project of regional significance): Staff recommended the project conform with the regional plan. The board found the project in conformance, noting the site is in the rural regional land designation, the proposal does not add housing capacity, largely avoids steep-slope development constraints, and is consistent with regional policies that support renewable energy generation. (Motion passed.)
- Reno–Tahoe International Airport master plan (RNO): Staff reported the RNO master plan (last updated 2018) conforms to the 2024 regional plan provided several scheduled additions are made, including use of regional population/aviation inputs where appropriate and incorporation of the regional natural-resource and watershed policies via a scheduled-addition process. The board found the master plan in conformance. (Motion passed.)
- Reno Stead Airport master plan (RTS): Staff recommended RTS’s plan (last updated 2010; master-plan update underway) be found in conformance with scheduled additions for natural-resource considerations; the board approved the recommendation. (Motion passed.)
- Washoe County School District facilities plan: Staff reported the district’s facilities plan (capital improvements, enrollment projections and school site identification) conforms with the regional plan and adheres to the district and regional policies described in the report. The board found the facilities plan in conformance. (Motion passed.)
- City of Reno master plan (Reimagine Reno): Staff recommended the plan conform with several scheduled additions, most notably a review of the City’s suburban mixed-use (SMU) designation as it relates to the regional density limit for Tier 2 lands (30 dwelling units per acre). The board found Reimagine Reno in conformance with the 2024 regional plan with the scheduled additions described in staff materials. (Motion passed.)
- City of Sparks comprehensive plan: Staff recommended the plan conform with scheduled additions (natural-resource consideration areas, regional trails connectivity, watershed protection references). The board found the plan in conformance. (Motion passed.)
- 2301 Sparks Boulevard amendment (City of Sparks): The board found the proposed amendment (0.79-acre site) changing the designation from Intermediate Density Residential to Commercial in conformance with the regional plan; the Sparks Planning Commission had previously recommended adoption. (Motion passed.)
Other procedural actions
- Meeting minutes: The board approved minutes for the July 24 and Aug. 4 regional planning commission meetings. (Motions passed.)
What staff said: Presenters from TMRPA emphasized that most approvals were contingent on the jurisdictions completing “scheduled additions” — follow-up insertions into local master plans to incorporate specific datasets, natural-resource mapping (NRCA), watershed protections and regional-trails connectivity references required by the 2024 regional plan. Staff noted that scheduled additions would be completed through each jurisdiction’s amendment processes and that TeamRPA will work with jurisdiction staff.
Context and next steps: Several approvals referenced the scheduled-addition process to incorporate NRCA layers, watershed protections and the regional trails dataset. Staff noted that some master-plan updates (for RTS and RNO) are already underway and that the scheduled additions are intended to align local maps and policies with the regional plan. The Indigo Basin solar project will proceed through local permitting consistent with the approvals and applicable county and federal processes.

Limitations and notes: Vote tallies were recorded as voice votes in the meeting transcript (the board used roll-call for quorum, then voice votes for motions). The meeting transcript records the motions and that they passed; specific numeric tallies or member-level votes were not recorded in the transcript for these items.
Ending: Staff and jurisdictional representatives indicated they will return with the scheduled additions and map cleanups required to align local plans with the regional plan; TeamRPA also noted ongoing coordination with airport and jurisdiction staff on master-plan updates.
