Board of Civil Trustees approves eligible lists, job classifications and abolishes senior youth specialist lists

The Board of Civil Trustees on Aug. 27, 2025, voted to approve minutes from Aug. 13, 2025, certify eligible candidate lists for multiple city positions, adopt classification specifications for two job titles and abolish eligible lists for senior youth development specialists during a brief meeting at City Hall, 495 South Main Street.
City Clerk Lou Anne d Holmes confirmed the meeting complied with the open meeting law, saying, "Yes. We are." A quorum was present with Vice Chair Ponicello, Member Hesch and Member Stamper in attendance; Chair Brown and Member Clemens were recorded as excused. There were no public comments during either the agenda or citizens' participation periods.
The board approved the final minutes of the Aug. 13 meeting on a motion by Member Stamper. On separate motions, the board certified eligible lists for the following open positions: Accounting Technician II; Assistant City Surveyor; Engineering Project Manager; Payroll Assistant; Senior Engineering Associate; Senior IT Support Technician; and Senior Signing and Marking Technician. Member Hesch moved to certify the eligible lists and the motion carried.
The board also adopted classification specifications for Corrections Lieutenant and Courtyard Facilities Maintenance Technician on a motion by Member Stamper. Finally, the board voted to abolish eligible lists for Senior Youth Development Specialists; a member moved to approve that item as read and the motion carried.
Each motion passed after the board asked for those in favor to say "aye," with no recorded opposition. The board took no further substantive action and adjourned after the citizens' participation item produced no speakers. The meeting agenda noted that backup material was available from Lou Anne d Holmes, city clerk, at the office of the city clerk at 495 South Main Street or on the city's website.
