The commission approved the final minutes of the July 23, 2025 regular meeting. Commissioner Cosgrove announced the motion to approve and the chair called for the ayes; the chair later said, "That motion carries" after no opposition was recorded.
The commission also approved two membership renewals that will be paid from the HPC's operating budget: $200 to renew the commission's membership in the National Alliance of Preservation Commissions and $250 to renew membership in the National Trust for Historic Preservation's Preservation Leadership Forum. The items were presented by Dr. Diane Seabrent and motions to approve were put and carried; the meeting record notes the vice chair voted in favor as well. Staff provided a financial update on the commission's grants and operational accounts. Teresa Smith reported that fiscal-year 2024 grants that were still open have closed with approximately $56,600 paid out and about $3,000 unspent returning to the HPC budget. For fiscal year 2025, the commission awarded roughly $48,000 and had paid out a little over $19,000, leaving a remaining balance of about $28,600; one grant returned $2,225 unspent. Two grants remain open into fiscal 2026: a Floyd Lamb Park historical-report project with a remaining balance of $25,775, and travel funding for the National Trust PastForward 2025 conference with $2,621 remaining of the $15,000 originally approved (the commission has spent $12,378 to date). Smith said the commission will begin fiscal year 2026 with $244,584, including $150,000 from the Centennial Commission.
The report also included operational expenses for the strategic outreach program (postcards, printing and a luncheon), which had spent about $1,000 with $6,659 remaining for allocation. No formal action was required on the budget presentation at the meeting.
