Beaver County Solicitor said a ruling from the U.S. Court of Appeals for the Third Circuit could require election officials to count mail-in ballots that contain incorrect handwritten dates, and county elections staff are tentatively planning to start mailing ballots to voters in September ahead of the Nov. 4 general election.
