An application for a tax abatement for a new garage with an accessory dwelling unit at 3 Washington Place was presented to the Helena City Commission on Aug. 27; the city clerk’s staff scheduled a public hearing for Sept. 8.
Staff said the application, submitted Nov. 27, 2024, was forwarded to required review bodies. Lewis and Clark County held its public hearing on Aug. 19 and approved the county’s action on the abatement request. The Helena and Lewis and Clark County Heritage Trust recommended approval of the application on April 15, 2025. Staff said they forwarded calculations to the Department of Revenue for review on Aug. 7 and that DOR returned an adjusted calculation the same day.
The applicant, identified in meeting materials as Matthew Koppel, described the house he built earlier on the lot and said the proposed garage ADU will match the historic-style elevations that were previously approved by the historic-preservation office. The packet the city provided to commissioners included an estimate of the applicant’s projected tax savings, staff said.
Staff told commissioners they will publish public-notice items in the Independent Record on Aug. 28 and Sept. 4 and bring a resolution to the commission for action at the Sept. 8 public hearing.
