York County staff outlines small‑area and corridor plan options as council presses to get ahead of growth

York County planning staff briefed the Economic Development Committee on small‑area plans (SAPs) and corridor plans and urged officials to identify candidate geographies where targeted planning could shape growth before development proceeds.

The presentation described small‑area plans as land‑use focused studies of a defined geography that can include zoning overlays, multimodal transportation recommendations and implementation steps.
