Trustees approved the July 2025 budget with the understanding staff would verify and correct reporting anomalies.

Board and staff reports: Chair Jessica Rowe opened the Board of Trustees report by commending library staff and the interim director for preparations for the school year and for steady communication with the board: "They did a lot of preparation and a lot of communication so that they could be in place for that opening of the school," Rowe said.
Trustees reviewed the interim director's written report, which the interim director provided because she was assisting with the director hiring process. The report emphasized active outreach despite staff shortages โ including appearances at Numa and the cantaloupe festival โ and recommended continued solicitation of community feedback. Trustees noted the report's charts and asked staff to include raw month-to-month statistics (gate counts, Hoopla usage, programs) alongside graphs to aid analysis.
Window repair: The interim director reported the library has been losing materials to sun damage at the front windows and obtained a quote from Fallon Glass for glazing or other protection priced at $16,000. She told trustees the Churchill Library Association (CLA) advocates for libraries but "does not do facility upgrades." Trustees asked staff to explore whether the county or other funding sources could assist and to return with more detail; Chair Rowe said she would have additional conversations with the interim director to better understand the scope of the damage and proposed fixes.
Budget approval and data accuracy: Trustees discussed an apparent reporting glitch in the July budget statement that showed many recurring monthly expenses at 100 percent for the month of July, including the telephone bill. Trustee Maddie Serna said she spoke with Penny, who confirmed the telephone bill had been paid July 31 and that the payment should have been reflected. The board voted to approve the July budget contingent on staff correcting reporting issues going forward. "Are you comfortable approving the budget as you see it with that understanding that in the future, all of these things will be to the most accurate?" the chair asked; trustees responded affirmatively and approved the motion.
Personnel and hiring context: Trustees repeatedly flagged staffing as a pressing issue in the interim director's report; the board discussed the open director position and said filling it will be an early priority for the incoming director to help with outreach and programming capacity. Trustees noted that some planned outreach and upgrades depend on filling that vacancy and on other funding sources (CLA gift fund, county support).
