The Churchill County Board of Trustees (Library) voted unanimously to authorize county human resources to offer the library director position to John Hong, and to negotiate salary and start date within the limits of the library budget. The board also named Jennifer Collins as the alternate if Hong does not accept the offer.
Board Chair Jessica Rowe said the board would rely on HR to complete negotiations and return to the board with final terms. "You will want to be putting your time into getting to know our community, getting to know your staff, getting to know your library and the system that it's in," Rowe said during the meeting's closing discussion of candidates.
Why it matters: The board has operated with an interim director while the library is short-staffed, and filling the permanent director role is central to restoring staff capacity, outreach and programming. The board emphasized a prompt start to steady services and to allow a new director to begin recruiting and supervising staff.
How the decision was reached: Human resources reported that 19 applications were received for the director posting and that nine met minimum qualifications; two applicants later withdrew, leaving two finalists for in-person interviews. HR representative Kim Bronson summarized the hiring process and the interview logistics, including candidate rating sheets and a five-dimension 1-to-5 scoring system used by each trustee. After both interviews and board deliberations, Bronson delivered the tally: "Mister Hong came in at number 1, and then miss Collins was a close second." The board then discussed candidate strengths and voted on a motion by Trustee Sue Segura, seconded by Vice Chair Ryan Sworsicom, to authorize HR to make an offer to Hong and to negotiate compensation up to the practical step within the approved budget; the motion passed on a 5-0 vote.
Board comments cited similar strengths in both finalists. Several trustees said Hong had given concrete examples of partnership-building, outreach and staff development that aligned with the board's priorities. Trustee Sari Koehler said the interview pool was strong: "You guys kicked it out of the park. Those were some of the 2 of the best interviews that I've had the opportunity to sit in on." Trustee Maddie Serna highlighted Collins's fundraising and community-engagement experience as notable, but agreed the board had confidence in HR and the candidate selection.
Next steps: The board instructed HR to make a timely offer and to negotiate start-date and step placement within budgeted limits, with a goal of returning to the board to confirm the hire. Trustees scheduled a special follow-up meeting for the 10th at noon to receive HR's report and finalize the appointment if necessary.
Background details: The panel that screened applications included HR staff, the interim director and a retired librarian. Trustees were provided interview folders containing the job announcement, applications, interview questions and rating guides. During interviews the board reminded members that written notes and ratings are public records under open-meetings rules.
Ending: With a unanimous vote, the board moved to conclude the hiring portion of its agenda and to reconvene quickly to finalize appointment details after HR completes negotiations.
