Buena Vista board adopts updated comprehensive plan after months of public input

The Buena Vista Board of Trustees voted Aug. 26 to adopt an updated comprehensive plan that town staff and consultants said reflects more than a year of public engagement and multiple draft revisions.

The trustees adopted the plan after a presentation by Marika, planning staff, and consultant Gabby of SC Group and a discussion that included steering‑committee members and residents. “This draft has gone through I think this is maybe the fourth or fifth iteration at this point,” Marika told the trustees, noting the document could still be edited after adoption to address remaining comments. Gabby described the outreach effort and said the process included open houses, stakeholder interviews and a public survey.

The plan organizes goals into chapters on environment and water, economic vitality, infrastructure and community character, and includes an implementation chapter with measurable indicators. Staff said principal themes that emerged during engagement were affordable housing, transportation and connectivity, and water supply and conservation. The plan also contains a future land‑use map that the planning commission reviewed and recommended for adoption after additional revisions.

Trustees and steering‑committee members praised the engagement process during the meeting. Tony Legreca, a member of the planning and zoning commission and the water advisory board, said the final document “represents a whole lot of work” and endorsed it “as a citizen and as a member of the planning and zoning commission.” Trustee comments emphasized walkability and historic preservation along West Main and connections between Turner Farm and the museum; trustees asked staff to add language or conditions to highlight those priorities.

Before the vote, staff said the plan will be checked for compliance with the Colorado Accessible Document Law so people who use screen readers or need color‑blind–friendly graphics can access the final document online. Staff also said an appendix will include engagement summaries and existing‑conditions memos used to prepare the plan.

After debate on a small set of editorial and implementation clarifications, Trustee Sturm moved to adopt the plan and Trustee Hike seconded. The motion passed with all members voting in favor.

The board directed staff to finalize the accessibility checks and to continue work on a related three‑mile plan that will extend planning guidance beyond the town boundary. Trustees also asked staff to present a summary of the public comments and the final list of implementation items for use in future budgeting and capital planning.
