The Rental Housing Committee on Aug. 28 voted to adopt updates to the Mobile Home Rent Stabilization Ordinance regulations, approving changes to chapter 1 (purpose) and chapter 2 (definitions).
Staff said the changes parallel recent edits to the CSFRA regulations and are intended to "clean up, clarify, and update the regulations." The package formalizes a staff authority provision to allow minor, nonsubstantive administrative amendments to MHRSO regulations (with notice on the RHC consent calendar), adds defined petition terms used throughout the regulations and corrects the prior definition of the term rent rollback to match how the regulation uses it.
The staff presentation noted prior council-level amendments to the MHRSO in June 2022 and March 2025 and said the regulation updates reflect those ordinance changes.
A motion to adopt the amendments was made by Member Brown, seconded by Shercox; the motion passed unanimously.
Ending: staff recommended continuing an administrative review of additional MHRSO chapters and providing further updates to the committee as edits are prepared for review.
