The San Clemente zoning administrator approved a short‑term apartment rental permit for the duplex at 140 Avenida Del Reposo (public hearing project 25‑160) and found the project categorically exempt from CEQA.
Staff reported the duplex occupies a 5,139‑square‑foot lot in the residential‑medium zone with coastal overlay; the applicant requested STAR approval for the upper unit (140), with the manager’s unit at 138 Avenida Del Reposo. The unit is two bedrooms and one bathroom, and the applicant requested a maximum guest count of six. Staff noted the site is within 300 feet of an existing STLU at 227 Avenida De La Gruya (about 155 feet away). Staff’s recommendation included standard STAR conditions and the amortization timing condition.
Applicants — Keith and Carrie Kropfel and their son Carson — described long local ties, plans for on‑site property management, guest screening, and neighborhood references of support. A nearby resident spoke in support, describing the applicants’ stewardship of the property and favorable guest experiences.
Staff and the zoning administrator discussed a typographical error in the hearing notice (it said a current STLU operated at the site when in fact a prior vacation rental had existed), and staff confirmed the discrepancy did not materially affect attendance. The zoning administrator advised that if there is a path to use an older SLU operating license, staff would help the applicants pursue it; otherwise the STAR permit will not allow STAR operations until the amortization period ends on 05/17/2026, although an earlier start could occur if nearby STLUs cease operation before that date.
The zoning administrator adopted resolution ZA25‑015 (as discussed) approving STAR 25174 for public hearing project 25‑160, subject to the attached conditions and minor administrative corrections to the resolution and conditions. Staff will provide the corrected resolution and the 10‑day appeal period information to the applicants.
